EAA SUCCESSFUL AT PERSONNEL COMMITTEE

Wednesday, Apr 22, 2009

This was accomplished by a prior meeting with Council Member Dennis Zine where EAA provided him with detailed explanations of our position on these issues. Council Member Zine, chair of the Personnel Committee, subsequently placed motions to consider these two issues on the agenda. Both motions were seconded by Council Member Rosendahl.

EAA Labor Representatives Angel Calvo and Christopher Moody were present at the Personnel Committee meeting, where Supervising Attorney Zna Houston of the City Attorney’s Office, advised Zine that both issues are meet and confer issues and should be heard by the EERC. The Personnel Committee then referred both issues to the EERC. EAA is to make full presentations to the EERC, which will then issue bargaining instructions to the CAO on the issues. Meet and confer will then take place. If no action is taken within 60 days, the issues return to the Personnel Committee.

The ITA issue involved unilateral action by ITA to eliminate the 3/12 schedule and replace it with a 5/40 schedule, which has a significant impact on EAA-represented employees.

The LAWA issue involved proposed descriptor language for Airport Operations Superintendent levels 2 and 3 that are specific for location, not for function and duties. LAWA refused to meet and confer about the impact on their employees.
